Morris H. Moon
Morris H. Moon, a Senior Attorney for the Federal Capital Habeas Project, is located in Houston, Texas. He has devoted his legal career to the defense of the indigent. As a Senior Staff Attorney at the non-profit Texas Defender Service and as a Program Attorney for the Mexican Capital Legal Assistance Program, his practice since 2001 has been dedicated solely to capital habeas litigation—both state and federal—on behalf of death-sentenced inmates. Morris has represented more than 30 capital habeas petitioners at various stages of the process, including successful appeals in In re Hearn, 376 F.3d 447 (5th Cir. 2004), Ruiz v. Quarterman, 504 F.3d 523 (5th Cir. 2007), and Williams v. Quarterman, 551 F.3d 352 (5th Cir. 2008). He has also provided consulting assistance to dozens of other death row inmates in Texas, Louisiana, Missouri, Virginia, California and other jurisdictions. Morris began his career as an assistant public defender in Miami-Dade County where he tried approximately 36 felony and misdemeanor cases.
